Army CA Enrollment Guide for Army Active Duty, National Guard, And Reserve Soldiers
If you are Active Duty Army, Army Reserve or National Guard personnel, you may be eligible for up to $4,000 of Financial Assistance from the Army Credentialing Assistance Program, which is part of the Army Credentialing Opportunities Online (COOL) service. To assist you in your application and enrollment process, please follow the guide below:
What is the Army Credentialing Assistance (CA) Program?
The Army Credentialing Assistance (CA) program equips eligible service members with a pathway to career advancement through industry-aligned training and certifications. Eligible individuals may receive up to $4,000 per year toward approved career training.

If you haven't already done so, create your ArmyIgnitED account. Your account portal will allow you to manage all education and funding requests.

Complete your CA application process and verify your eligibility. Your CA application approval ensures that you will enroll into your desired learning program with government funding.

Make QuickStart Your Provider
Through ArmyIgnitED, select QuickStart as your training provider and request Credentialing Funding Assistance. Course information such as start and end dates, and cost types may need to be uploaded for your request. Here you will upload the custom quote provided by the Military Admission Specialist. Your request will need to be submitted 30 days prior to the start of your selected course. Finance for your course is typically approved within two weeks of the start date (45-days)

Can the soldier pay for the education program upfront, and be reimbursed by Army Credentialing Assistance?
No, the rules of this program do not allow for soldiers to pay for a program and then be reimbursed from Army Credentialing Assistance. The process is as follows: Soldiers must submit a request for funding through Army Ignited, once processed the finance department will contact QuickStart Learning, Inc. to process the payment for your course, then our government admissions advisor will contact the soldier to give details about starting the online course.
If any course refunds are issued are they returned to the Army soldier?
No, course refunds are never issued back to the soldier. In situations where a course refund is warranted, the refund is always returned directly to the Army Credentialing Assistance finance department.
What does Army Credentialing Assistance (CA) pay for?
Army CA pays for tuition and all necessary supplies, including books and learning materials required for an approved training course and/or exam.
How do I find my education guidance counselor?
Soldiers can find their education center/office by logging into Army IgnitED and clicking on the "Education Center" dropdown, then search on the left side of the page. From there: Soldiers search by country or Installation, then when the Installations appear, select the appropriate installation and the point(s) of contact will be listed.
How is Army CA different from Federal Tuition Assistance (TA)?
TA cannot be used for a lower or lateral degree from what a Soldier already possesses. CA, on the other hand, can be requested for training that leads to an additional credential, license or certification. Soldiers may combine TA and CA funding. However, the combined funding cannot exceed the $4,000 annual limit.
What is the timeline for CA approval?
All CA Requests must be submitted at least 45 days prior to the course or exam start date, but not more than 90 days from the submission date. The date of the requested course or exam must be within one calendar year of the start date.
Upon approval of the CA Request, the CA Central Billing Office (CBO) approves the CA request for training, exam, recertification and/or materials/books for recertification, QuickStart Student Serivces will reach out to you with your student account log in information.
Will I incur an additional service obligation by using CA?
The CA program is available to enlisted, warrant officers, and officers. The service obligation for Officers and Warrant Officers was removed for the CA Program on 13 October 2021.
